Your protools image shows quarter=201 your sibelius screenshot shows half=100. The transport display does not display the fractional beat, but it is showing the half note pulse. Other system types will also work (Boxed system text, for example) Staff text styles will NOT work (eg Lyricist). I cannot tell what type of text you have used for your tempo mark, but it must be a system text style - there are two text styles that were intended for tempo setting - Tempo text style and Metronome Mark (MM) text style. Set it to the middle (I think a double click will do it) so that the transport panel displays the actual BPM in the tempo instruction.
